Selling in Lake Jessamine

Lake Jessamine is a 294-acre lake in Edgewood with two public boat ramps, a 90-acre county park on its shoreline and its own taxing district that will reimburse waterfront owners for planting their shoreline. It is the most publicly accessible of the lakes in this cluster, and a listing here has to handle that fact rather than tiptoe around it.

Every lake south of downtown Orlando sells on a slightly different proposition. Jennie Jewel and Gatlin sell on privacy. Conway sells on size and boating. Jessamine sells on something else again: a large, well-managed, actively monitored lake with a genuine park on it, where the water is public and the amenity is real.

That is a strong position with the right buyer and a weak one if you try to sell it as a private retreat. Pick the honest argument.

A Public Lake, Stated Plainly

Orange County operates two public boat ramps on Lake Jessamine, at Bywater and at Woodsmere. Of the lakes in this immediate group, only Little Lake Conway also has county ramps. Jennie Jewel, Gatlin and Holden have none.

So a buyer coming here from a lake with no public launch will notice the difference, and pretending otherwise wastes everyone’s time. Weekends bring trailers and boats belonging to people who do not live on the lake.

The other side of that is worth saying just as clearly. Public ramps mean a buyer can launch without owning shoreline, guests can bring a boat, and the lake supports real use. It also means the lake gets attention: the sheriff patrols it, the ramps have gates that get locked, and both ramps have message board shelters put up by the lake’s own advisory board. A managed public lake is not a compromise. It is a different product, and there are plenty of buyers who prefer it.

Cypress Grove Park

The 90-acre county park on the Jessamine shoreline is the single largest amenity attached to any of these lakes, and it is a genuine draw rather than a patch of grass.

Cypress Grove Park at 290 West Holden Avenue opened in May 1994 across roughly 90 acres of oak and cypress. It has a playground, a multipurpose field, basketball courts, sand volleyball, a dog park, fishing access, picnic areas with grills, rentable pavilions and, unusually for Central Florida, a cricket pitch.

Its centerpiece is the restored 1925 estate house on the lake, which the county rents out for weddings, receptions and events. That matters more to a listing than it first appears. A buyer touring the area sees a place where people hold the important days of their lives, which is not something a photograph of a shoreline conveys.

The Taxing District That Pays You Back

Lake Jessamine has its own Municipal Service Taxing Unit, which is how lake management gets funded in Orange County. The county does not pay for aquatic plant and lake management out of general funds, so lakes that want it form their own district and tax themselves for it.

The Jessamine MSTU is guided by the five-member Lake Jessamine Water Advisory Board, residents appointed by the Board of County Commissioners, covering Lake Jessamine along with Lake Bumby and Lake Tyner. It meets at five in the afternoon on the first Thursday of the month at the Cypress Grove Park Cottage. Its work runs to invasive aquatic plant management, stormwater and water quality projects, shoreline vegetation, canal maintenance, boat ramp gate locking, sheriff patrols and education.

Here is the part most owners do not know. The MSTU has run a matching incentive program for shoreline owners, reimbursing for the construction of a berm and swale system and for the installation of a vegetated shoreline. In its 2017 newsletter the figures were up to $1,000 for each, up to $2,000 per property address. Terms change, so confirm what is currently offered with the Environmental Protection Division before relying on a number.

For a seller, that is two separate opportunities. If your shoreline needs work, there may be money available to do it before you list. And if your shoreline has already been planted properly, that is a documented improvement worth putting in front of a buyer rather than leaving as scenery.

Connected to Lake Conway, But You Cannot Boat There

This one causes real problems and it is easy to get right.

Lake Jessamine is not landlocked. Orange County’s lake sheet records that it flows over a weir, through two pipes and along a channel east into Lake Conway, which is its receiving water body.

A buyer who hears “connected to Lake Conway” will hear “I can take my boat to the Conway chain.” They cannot. A weir and two pipes are a drainage path, not a navigation route. If your listing implies otherwise, the correction arrives at the worst possible moment. Describe Jessamine as its own 294 acres, which is plenty of water, and let the connection be a hydrology fact rather than a boating claim.

The Water Data

Jessamine is one of the best-documented lakes in the county. The Water Atlas holds records from 22 water quality sampling locations and hundreds of thousands of samples going back to December 1979.

The most recent Trophic State Index reading was 50, in the good band, against a historic range of 17 to 67 across nearly five decades. The lake is not listed as an impaired waterbody. Alum was applied to the entire lake in 2012 and 2013 to bring phosphorus down, and triploid grass carp were stocked in 2008, 2011 and 2012 to control hydrilla. Since 2016 there has been a near real-time monitoring station at Cypress Grove Park measuring pH, temperature, rainfall, dissolved oxygen, oxygen saturation, specific conductance and water surface elevation, with the data published publicly on the Water Atlas.

That last item is genuinely useful in a negotiation. A buyer who wants to check the water themselves can, from their phone, without taking your word for anything. Point them at it. Sellers who invite verification get believed on everything else.

Flood Mapping, Which Buyers Ask About First Now

Orange County’s lake sheet for Jessamine records a normal high water elevation of 91.36 feet NAVD88 and a one percent annual chance flood elevation of 93.1 feet, on FEMA FIRM panel 12095C0410F with an effective date of September 25, 2009, mapped as Zone AE. The lake’s primary outfall is a weir with a control elevation of 90.74 feet.

Those are the lake’s numbers, not your parcel’s, and the distinction matters. Whether a specific home sits in the mapped floodplain, and at what elevation, is a parcel question answered by the flood zone determination and an elevation certificate. Get both before you list. In Central Florida in 2026 this is among the first three questions a serious buyer asks, and having the documents ready is worth more than any amount of reassurance.

Where It Sits

The lake is in the City of Edgewood, one of the five the city counts as its own alongside Conway, Gatlin, Jennie Jewel and Mary Jess. Being inside a small incorporated city rather than unincorporated county affects the millage, the permitting authority and, in one specific way, schools.

Cornerstone Charter Academy, the tuition-free K-12 public charter in neighboring Belle Isle, admits by lottery, and its Controlled Open Enrollment Plan gives priority within that lottery to City of Edgewood residents, along with Belle Isle residents, siblings of enrolled students, children of staff and board members and children of active military. Priority is not a guaranteed seat, and it should be described exactly that way, but it is a documented advantage attached to an Edgewood address. Blankner School and Boone High School are the other names that come up here. Confirm assignment for your address with the district’s locator.

Practically, this is minutes from Orange Avenue and the Fort Gatlin Shopping Center, a short run to the SoDo corridor and the Orlando Health campus, and close to the airport.

What This Means for Your Listing

The Jessamine listing that works is the one that leans into what this lake actually is rather than borrowing the vocabulary of a private one.

That means: 294 acres of well-managed water, a 90-acre county park with a 1925 estate house on the shoreline, a lake with its own advisory board and taxing district doing documented work, live water quality data anyone can check, and public ramps that make the lake usable rather than ornamental. Then the honest note about weekend traffic, delivered before the buyer discovers it. And your parcel’s flood documentation, in hand.

Every one of those is verifiable. That is the whole advantage. A buyer who checks three of your claims and finds them exactly right stops checking and starts negotiating.

Do the public boat ramps hurt my value?

They change the buyer, not necessarily the number. Some buyers will pay a premium for a lake without public access, and Jessamine is not that lake. Others want a lake with real use, patrols, a park and easy launching for guests. Write the listing for the second buyer, state the ramps plainly, and you will not lose a deal to a discovery late in the process.

Can a boat get from Lake Jessamine to Lake Conway?

No. Jessamine drains east into Lake Conway over a weir and through two pipes and a channel. That is a drainage connection, not a navigable one. Never let a listing imply chain access. Jessamine’s own 294 acres is the honest and sufficient selling point.
